PPROBLEM TO BE SOLVED: To provide an access authority management system, its management method and program, by which the number of processes of group management is reduced in a file service function, etc. PSOLUTION: When referring to documents by the access authority management system of the present invention, a desired document name and a personal information number of a person who refers to it are transmitted from a document reference apparatus 1 to a document reference unit 21. The document reference unit 21 retrieves document data from a document memory unit 22 based on the transmitted document name and transmits the personal information number to a reference unit 33. The reference unit 33 retrieves personal information from a personal information memory unit 31 based on the personal information number and transmits the result to the document reference unit 21. The document reference unit 21 gives the personal information and the document data to a condition determination unit 23 where whether the access is approved or not is determined. The document reference unit 21 transmits document data to the document reference apparatus 1 when the determination result of the condition determination unit 23 is access approval, while transmits a notification of access denial to the document reference apparatus 1 when the access is denied.
