PROBLEM TO BE SOLVED: To provide an apparatus for three-dimensional data control which can control an object in a three-dimensional space by reflecting the number distribution in a two-dimensional area and the number distribution regarding altitude information. SOLUTION: The apparatus comprises: a means for generating a layered tree structure having each divided area as a node by projecting the object in the three-dimensional space, repeatedly halving the two-dimensional area until the number of objects included in each divided area finally becomes smaller than a predetermined number, and regarding the entire two-dimensional area as a root node; a means for obtaining the altitude information number distribution indicating the relationship between altitude information of each object and the number of objects with respect to each object in the two-dimensional area and dividing the altitude information into a plurality of different altitude ranges corresponding to the number of node layers of the tree structure by the use of the obtained altitude information number distribution; and a means for allocating an altitude range having larger number of objects to a node at lower order and allocating an altitude range to the each node so as to cover all the altitude ranges.
