THE COMPOSITE INCLUDES A FIRST WEB MATERIAL (250) IN A RELAXED CONDITION BONDED TO A STRETCHED SECOND WEB MATERIAL. THE STRETCHED SECOND WEB MATERIAL (252) INCLUDES A STRAINABLE NETWORK HAVING FIRST (264) AND SECOND (266) REGIONS FORMED OF SUBSTANTIALLY THE SAME MATERIAL COMPOSITION. THE FIRST REGION (264) PROVIDES A FIRST, ELASTIC-LIKE RESISTIVE FORCE TO APPLIED AXIAL ELONGATION AND THE SECOND REGION (266) PROVIDES A SECOND DISTINCTIVE RESISTIVE FORCE TO FURTHER APPLIED AXIAL ELONGATION, THEREBY PROVIDING AT LEAST TWO STAGES OF RESISTIVE FORCE IN USE.
