The device comprises a memory (ROM, RAM) for storing network parameters and data, in matrix form, representing dynamically variable structure. A computing unit (CAL), a modeling unit (MOD) and a drive unit (PIL) within the ROM memory perform interactive multiplication in max-plus algebra of a current matrix of network data and an instantaneous matrix of the network parameters. Independent claims for a monitoring method and for a simulation method are also included.
