The control and clutch system for a rotary dobby has two return units (9) within the drive shaft (1), to push the control unit (7) into the second freewheel setting. Return unit (9) is an arc section or segment, at the inner surface of the drive shaft (1), each with two ramps (17) to move the controls. The controls (7) move against each other in a carrier (4) as simple cylinders with pistons. The controls are operated simultaneously by a magnet valve (8), or by a coil which generates a magnetic field together with two permanent magnets each in blind drillings so that the opposing poles are against each other. An Independent claim is also included for a clutch mechanism with a clutch ring with two diametrically opposed sections. It is assembled on the drive shaft (1) so that the sections are aligned with the holes (10). Two coupling components are locked and unlocked simultaneously in one of the sections to engage and disengage the eccentric disk with the drive shaft (1). The coupling components are a pawl and an auxiliary pawl, which pivot on the eccentric disk, each with a spring to tense them against the clutch ring. A locking lever prevents pawl movement. Two levers swing on the connecting rod, to be brought into engagement with the eccentric disk, to prevent the disk rotating when the assembly is in the freewheel setting.
