The present invention describes a system and method for licensing, controlling and monitoring the insertion of advertising displays and other video images into a broadcast video stream by an electronic billboard 22 operating at a location remote from the video program generation location. The disclosed control means includes a user key 15 supplied in advance to an operator of a remotely placed electronic bulletin board 22, a broadcast key 18 supplied to an operator at or near the time of transmission of a broadcast video stream, and the key having a predetermined reference value.
