PURPOSE: A system for registering a cyber friend through a wired and wireless communication network and a method for transmitting and receiving a message with the cyber friend are provided to register the cyber friend by a certain user through the wired and wireless communication network, and transmit and receive a character message with the cyber friend irrespective of a time and a space. CONSTITUTION: An operation module unit(110) stores and manages input information of the first to nth users(100-100n), and performs a transmitting and receiving function of a short message and the entire control operation. A server providing unit(120) manages information of the first to nth users(100-100n) and cyber friend information according to the control operation of the operation module unit(110), and provides a short message service between the users and the cyber friend. A data storing unit(130) stores information of the first to nth users(100-100n), cyber friend information, terminal identification information, and the short message.
