PURPOSE: A blimp and wheel combined transport device, a tele-guidance robot and a method for controlling the tele-guidance robot are provided to allow the transport device to travel without being restricted by the condition of road surface or obstacles, while enhancing excitement of communication over the Internet. CONSTITUTION: A blimp and wheel combined transport device(A) comprises a blimp unit(100) arranged in the upper part of the device and which includes a blimp(102) filled with a helium gas; a wheel unit(200) arranged in the lower part of the device and which is driven by an electric motor, wherein the wheel unit includes a propelling unit(210) including a first propeller(202) for a left and right rotating movement of the blimp, a second propeller(204) for a vertical movement of the blimp and a third propeller(206) for a forward and backward movement of the blimp, a wheel(230) serving as a passive wheel, and a shaft brake(226) for braking the wheel; and a connection unit(300) including a link(302) for connecting the blimp unit and the wheel unit, and a brake(304) for braking the link if necessary.
