PURPOSE: A flap weir water gate and a construction method thereof are provided to allow for ease of opening/shutting operation of the water gate, while reducing faults of the cylinder caused due to the floating material. CONSTITUTION: A flap weir water gate comprises support structures(100) spaced apart from each other in the width-wise direction of a water channel; and a hollow gate body(1) connected between the support structures in such a manner that the hollow gate body is inclined and the upper portion of the gate body is rotatable. A siphon passage which is communicated to a siphon entrance is communicated to a siphon exit in the lower portion of the drain side of the gate body, in such a manner that only the lower stream of the water is drained by the gravity.
