PURPOSE: A public utility charge management system and method is provided to enable a user to directly check a meter for charging public utilities, for example the power, the gas or the water, to notify the checked data over the network and to pay the charges by using electronic money or electronic fund transfer. CONSTITUTION: The method comprises steps of a user accessing a utility service company server via a browser(S310), the company server offering a charge management web page to the user's client terminal(S320), the client terminal checking if the user clicks on a confirmation button(S330), a communication controller outputting a meter id and a secret code, input by the user, to a main controller and the main controller checking if the accessed user is a registered member(S340), the main controller receiving the meter amount directly checked by the user(S350), the main controller calculating the charge based on the meter amount and transmitting a payment statement to the user(S360-S380), the main controller asking the user of a reading error, a key-in error or an abnormal state of the meter in the case that the input data is not effective(S390), correcting the uneffective data and transmitting the correct payment statement to the user(S400).
