Device, which is based on counting of the number of signal pulses received in a given time interval, comprises a counter (19) with pre-connected and gate (4) for detecting the signal pulses, a clock (17), a control unit (1), data processing means and a flip- flop (2). The flip-flop output (23) and the time signal form one input of the and gate, while the other input is the measurement signal. The flip-flop inputs (21, 22) are the measurement signal and a signal from the control unit. An Independent claim is made for a frequency measurement method, whereby counting of signal pulses occurs as long as the flip-flop output is high. The counting method also ensures that the signal pulse that sets the flip-flop output to high is not counted.
