The textile forms a substrate to be hung or inserted into a wastewater treatment tank, with the addition of braced, supportive framing and resilient attachments. Floats, baffles and basal aeration units are included. There is at least one sensor on the frame. Gas introduced, rises up over the textile surfaces, promoting biofilm formation.
