The device has a water container (2) installed in water reservoir (1) which is one third filled with water, and is closed on three sides with the open side on the bottom of the reservoir. The container is completely filled with water and protrudes from the reservoir like a tower, and a plus or minus line is provided in water container at level of the water line (4) in the reservoir. All air bubbles which are directed over this line become larger and forms an under-pressure section, and all air bubbles which are directed downwards from this line become smaller and forms an overpressure section.
