PROBLEM TO BE SOLVED: To automate the setting change operation of the authority of a database access right owner while maintaining the safety of system operation.;SOLUTION: One of management terminal device 3_1-n of a database device DB is provided with an authentication management server 6, a database access authority management server 20 and a moving object management server 7. The other management terminal device 3_1-n is provided with a movement management server 5. The server 6 supplies authentication information to the server 5. The server 20 sets the database access authority of the database access right owner and operation command information. The server 7 generates a moving object 8 mounted with the access authority information and the operation command information for setting access authority in the database device DB through the management terminal device 3_1-n while autonomously moving through an electric communication line 2 between the server 7 itself and the server 5, and inputs it to electric communication line 2.
