PPROBLEM TO BE SOLVED: To attain not only recycling of organic substances but also reproduction and expansion of sales of earthworms by constituting a recycle system by biological treatment using the earthworms. PSOLUTION: A center device 1 has a means for outputting recovery and conveyance instructions to a conveyer terminal 4 based on the garbage information from a garbage discharger terminal 2, and outputting garbage information of the conveyed garbage to a culture person terminal 3, an administration means for administrating the amount of excrement transmitted from the culture person terminal 3 as a compost information and administrating the increased amount of cultured earthworms as a culture information, a means for outputting a shipping instruction of the compost to the culture person terminal 3 according to the compost information administered by the administration means, based on the order demand transmitted from a compost user terminal 5, and a means for outputting a shipping instruction of the earthworms to the culture person terminal 3 according to the culture information administered by the administration means, based on the order demand of earthworms transmitted from a new culture person terminal 6.
