PPROBLEM TO BE SOLVED: To provide a single layer film bag-making device which quickly fuses bonding surfaces only without deforming or tearing in pieces a bonding part and its periphery for a single layer film of a thermoplastic resin, and forms the single layer film into a bag-shape by performing an envelope joining for the back joining while carrying the single layer film. PSOLUTION: The single layer film 2 is carried by a film carrying means 5, and a bonding part registering means 6 superposes both side edges of the single layer film 2 and positions a vertical bonding part 2a. A plurality of heated vertical pre-heating heater units 15a and 15b are pressed to the vertical bonding part 2a in order, and the vertical bonding part 2a is gradually raised to the melting point temperature.
