PROBLEM TO BE SOLVED: To grasp a person in charge of problem analysis in real time and to enable a worker to perform development work effectively and precisely when developing software or the like by a relatively small group.;SOLUTION: A transmission terminal transmits as an event a problem processing slip, which is desired to be transmitted, to a semantic information network 11 together with information to indicate a terminal to receive the same slip and a reception terminal, in which information for showing the kind of the problem processing slip is set as a filter, receives from the semantic information network 11 the problem processing slip transmitted as the event.
