PROBLEM TO BE SOLVED: To enable even a person who is not an expert to easily and quickly perform building seismic capacity evaluation and also to easily perform building seismic capacity evaluation after extension and reconstruction.;SOLUTION: A construction configuration picture 2 comprising a construction configuration displaying part 3, a component selecting part 5, a quake-free component selecting part 6 and a seismic capacity evaluation displaying part 7 is displayed on a computer screen. A wall surface part and an opening part are appropriately selected from the component selecting part 5, and the wall surface part and the opening part are arranged at appropriate positions of the construction configuration displaying part 3 to display an approximate configuration of a building. A quake-free component is appropriately selected from the quake-free component selecting part 6, and the quake-free component is arranged at an appropriate position of the wall surface part and the opening part displayed on the construction configuration displaying part 3 to display a reinforcement form of the building. When the approximate configuration of the building is determined, a seismic capacity evaluation calculation is automatically executed to display evaluation results on the seismic capacity evaluation displaying part 7.;COPYRIGHT: (C)2005,JPO&NCIPI
