PROBLEM TO BE SOLVED: To make waste water treatment possible by reducing the fluorine concentration in an aqueous by-product salt solution obtained by reacting a sodium-based alkaline component with an acidic component in incineration flue gas, to drastically decrease solid wastes and to provide a snow melting agent obtained from the by-product salt.;SOLUTION: The method of refining the by-product salt is characterized in that one or more kinds of rare earth metal salts, one or more kinds of coprecipitators, and one or more kinds of flocculants are added to the aqueous by-product salt solution obtained by reacting the sodium-based alkaline component with the acidic component of the incineration flue gas of general refuse or industrial wastes containing fluorine to form an insoluble solid component, the component is separated, and the fluorine concentration in the aqueous by-product salt solution is regulated to ≤8 mg/L.
