PPROBLEM TO BE SOLVED: To provide a vegetation mat effective for sufficiently supplying nutrients for the growth of plants, improving the air permeability, preventing the root rot and enabling easy transplantation of the plants and change of the soil. PSOLUTION: The greening with the vegetation mat is carried out by successively laminating a water-retaining pad 2 mixed with a number of solid fertilizer particles 3, a vegetation base 5 mixed with charcoal and moss and a fibrous soil 6 produced by crushing the bark of thinned wood, wrapping the vegetation base 5 and the fibrous soil 6 with a net 7 holding seeds/spores to prevent the collapse of the base, or the like, packing the assembly in vacuum in a state placing an air-introducing pipe 10 to introduce air into the packed product from the outer atmosphere and inserting the obtained vegetation mat 1 into a bottom opening 16 of a box 15 or a plurality of insertion holes of a plurality of greening blocks 30.
