PPROBLEM TO BE SOLVED: To provide an agricultural by-product recycling method in consideration of environment protection, and to provide an agricultural recycling apparatus therefor. PSOLUTION: The agricultural by-product recycling method comprises a step of cutting the agricultural product into the predetermined size, a step of admixing the cut agricultural product with effective microorganisms (EM), a step of placing the admixed agricultural product with effective microorganisms (EM) on a water-permeable plate, a step of decomposing the agricultural product by the effective microorganisms (EM) and a step of gathering at least one of a liquefied fertilizer accumulated in a liquefied fertilizer storage which is formed under the water-permeable plate and a compost remained on the water-permeable plate.
