PPROBLEM TO BE SOLVED: To solve problems in a concrete railing wherein roots do not come in contact with soil because plants are not directly plantable in the concrete railing in a seeding and planting measure and the width of a road is narrowed due to the projection of a mounted cage-like body. PSOLUTION: This steel railing for planting is provided by forming a steel hollow cylinder body comprising both side face plates, an upper face plate and a bottom face plate and appropriately dimensioned in a length direction, a width direction and a height direction, and opening planting holes in both sides face plates, the upper face plate and the bottom face plate.
