PROBLEM TO BE SOLVED: To provide a pavement strengthening material, and a pavement strengthening structure for improving strength of pavement, advantageous to prevent settlement/a crack of a pavement surface, and easy in construction by enhancing loading capacity due to becoming a recess-projection by being formed in a net shape having a large number of through-holes, and formed at an interval out of a plurality of floating parts having an under surface relatively floating as a recessed part; and burying a part of the pavement strengthening material in an intermediate position inside of asphalt pavement only by placing an asphalt pavement material from above by directly laying the material on a prime coat on a roadbed.;SOLUTION: This pavement strengthening material is equipped on a road, and buried in the pavement along road ancillary equipment having an upper surface exposed or projected on a road surface; and is characterized by becoming a recess-projection by being formed in a net shape having a large number of through-holes, and formed at an interval out of the plurality of floating parts having the under surface relatively floating as the recessed part.
