PROBLEM TO BE SOLVED: To enable high-efficiency conversion encoding decoding into digital codes by dividing the frequency band of a speech or musical sound signal and performing vector length and bit allocation for a residual coefficient for each band.;SOLUTION: Disclosed are encoding and decoding methods, devices, and encoding and decoding programs characterized in that the frequency band is divided and vector length and bit allocation for the residual coefficient is performed, band by band, to perform high-efficiency conversion encoding of the speech and musical sound signal into digital codes and restoration decoding into a speech or musical sound signal. Specially, in vector quantization, vector length and quantized bit allocation and vector quantization are performed by the bands, and a vector length index and a quantized bit allocation index are found when necessary.
