PPROBLEM TO BE SOLVED: To improve sound quality in a frame immediately after switching by setting an initial value of an internal status of coding means or decoding means of a coding system based on linear prediction coding to be an appropriate value when switching from the coding system which does not use linear prediction to the coding system based on the linear prediction coding. PSOLUTION: When a previous frame of coding before a target frame to be coded by a first coding unit 13 based on linear prediction coding system is coded by a second coding unit 14 based on a coding system different from the linear prediction coding system, by initializing an internal status of the first coding unit 13, coding of the target frame is performed by the linear prediction coding system.
