PROBLEM TO BE SOLVED: To provide a non-contact communication SIM reader/writer connectable to a cellphone, a personal computer or the like, a SIM reader/writer or the like for the cellphone.;SOLUTION: This non-contact communicating SIM reader/writer 10 is detachably installed with a SIM 2, receives data to the SIM in a non-contact state, and can transmit data on the SIM in a non-contact state. The SIM reader/writer 10 has a SIM installation part 11 having a non-contact communicating infrared communication means or a non-contact communicating antenna coil 112 connected to a contact terminal board of the SIM, a USB connector part 12 for the personal computer, and a cellphone-connecting connector part 13.
