PPROBLEM TO BE SOLVED: To provide a device which executes a cafeteria plan for a company. PSOLUTION: A cafeteria plan surrogate device 1 stores a point on hand which is transmitted from an enterprise terminal 2 and is assigned to an individual person engaged for every individual worker upon receiving an application for using a welfare service and a usable point on hand used for using the welfare service which are transmitted from a personal terminal 3, takes procedures for using the welfare service to a facility terminal 4 of a corresponding welfare service facility, and transmits the amount of a subsidy, corresponding to the usable point on hand to the facility terminal 4. When an individual worker uses a welfare service facility, the welfare service facility makes the individual worker pay a self-pay portion in a total amount claimed and transmit the remaining amount of the subsidy which is left as a remainder from the facility terminal 4 to the surrogate device 1 as an amount claimed to the surrogate device 1. The surrogate device 1 tacks a quota to the received amount claimed corresponding to the amount of subsidy and transmits the sum to the enterprise terminal 2 as an amount claimed from the surrogate device 1 to the enterprise.
