PROBLEM TO BE SOLVED: To enhance transmission average power by controlling the amplitude of an orthogonal frequency division multiple(OFDM) time waveform and to improve throughput by reducing transmission errors. ;SOLUTION: A sending side selects one of scramble systems #1 to #N by a scramble system selecting part 15 and applied it to a sending data system. a scramble method selection controlling part 14 gives selected scramble information to an identifier adding part 16, and the part 16 adds the information to a sending OFDM signal as an identifier. A receiving side detects the identifier and obtains the original data system by selecting a descramble method, based on detection results and descrambling it.
