PROBLEM TO BE SOLVED: To provide a low grade nonoriented silicon steel sheet minimal in magnetic anisotropy and suitable for iron core material for general purpose motor, compact motor, etc. ;SOLUTION: A slab, having a composition consisting of, by weight, 0.01-0.05% C, 0.05-0.3% Si, ≤0.004% (including 0%) Al, 0.1-0.5% Mn, ≤0.01% (including 0%) S, ≤0.005% (including 0%) Ti, ≤0.001% (including 0%) Nb, and the balance essentially Fe, is heated, hot-rolled at a finishing temp. not lower than the Ar₃ transformation point, coiled at 700-630°C, and cold-rolled.
