SOLUTION: The number of nodes is determined corresponding to data base operations performed at respective nodes, the data are equally distributed to the respective nodes, and the processing times at the respective nodes are equalized. In this system, a decision management node 12 determines the number of distribution nodes according to the analysis result of an inquiry of an analyzing means, calculates processing times expected at the distribution nodes, and determines the number of coupled nodes according to the processing times. A decision means equally allocates the distribution of information taken out to coupled nodes 94 to 96 to the respective coupled nodes 94 to 96 according to a predicted amount of extracted information at the determined distribution nodes 90 to 93.
