PROBLEM TO BE SOLVED: To prevent the use of an illegal card by means of copying by permitting a repeater to discriminate whether use identification information stored in a card is appropriate or not when the card is used in a reading device. ;SOLUTION: A reading device 4 transmits card ID and use identification information, which are stored in an inserted prepaid card, to a repeater 3 with a check request. The repeater 3 transmits a permission signal showing the permission of the use of a card to a reading device 4 when use identification information registered in accordance with received card ID is matched with received use identification information. The repeater 3 generates use identification information at random when it receives a discharge request from the reading device 4 and newly stores and updates the use identification information corresponding to received card ID. Then, the new use identification information is transmitted to the reading device 4 being a transmission source.
