PURPOSE: To obtain an agent for improving the hydrophilicity of a heat exchanger which is lowly odorous and can form a coating film of excellent moldability by mixing a specified inorganic polymer with an organic polymer. ;CONSTITUTION: This agent comprises a water-dispersible silica (A), a water- based polyurethane resin (B) and a water-based blocked urethane prepolymer (C). This agent may optionally contain an ionic surfactant desirably an anionic or amphoteric surfactant. Component A is colloidal silica and has a particle diameter in the range of 1-100μm. Colloidal silica is usually available in the form of an aqueous dispersion, and this dispersion can be used as such. Component B is suitably a compound mainly made from a polyisocyanate and a polyol and having urethane bonds in the molecule.
