A method and a system for generating negative ions of oxygen. The method for generating negative ions of oxygen (10) from an alumina cement (2) by applying a voltage between an oxygen supply electrode part (2A) provided at a part of the alumina cement (2) and a capturing electrode part (5) spaced apart from the alumina cement, comprises a step for heating the alumina cement (2), a step for applying a higher voltage to the capturing electrode part (5) than that being applied to the oxygen supply electrode part (2A) of the alumina cement, and a step for supplying oxygen gas (7) or a gas (7A) containing at least oxygen gas to the oxygen supply electrode part (2A) of the alumina cement. O- ions having a current density not lower than 2 μA/cm2 can be obtained.
