PURPOSE: A system for evaluating manpower capability and an operating method thereof are provided to produce a level of each capability on the system and to suggest a gap of each capability as an activity index form by integrating a response result of a joiner and an evaluated person after asking activity contents. CONSTITUTION: A central server(1) comprises a request information database, a capability evaluating problem database, a capability evaluating problem grading part, a capability operating part, a capability evaluation result database, an education course database, and an education course selection operating part. An evaluated person terminal(2) includes a controller generating a problem responding signal, a joiner selection signal, and a lecture request selection signal. A joiner terminal(3) includes the first and the second joiner terminal(4,5). The first joiner terminal is selected by the evaluated person and the second joiner terminal is selected by the central server. The first and the second joiner terminal respectively generate the problem responding signal for the capability evaluation problem by joining in the capability evaluation.
