PURPOSE: A device and a method for fixing an offset of a DVD(Digital Versatile Disc) player, and the device and the method for controlling the offset are provided to fix a standard offset value proper to each DVD player by measuring/storing various offset values for standard times whenever the DVD player is initially played, and averaging the stored offset values. CONSTITUTION: An offset measuring part(205-1) measures the offset values whenever the DVD player is initially played. An offset fixing part(205-3) averages the measured offset values if the measuring times are equal to the fixed measuring times, and fixes an average as the offset value of the DVD player. A counter(205-2) counts the offset measuring times. A memory(206) stores the fixed offset value of the DVD player.
