PURPOSE: An electromagnetic wave absorbing thermal conductive sheet is provided to achieve improved electromagnetic wave absorbing performance and thermal conduction performance, and prevent an electrical short of each component. CONSTITUTION: An electromagnetic wave absorbing thermal conductive sheet comprises an electromagnetic wave absorbing thermal conductive layer(1) formed by dispersing soft magnetic metal powder and electrically insulating thermal conductive filler in a base polymer; and an electrically insulating polymer film(2) stacked on at least one surface of the electromagnetic wave absorbing thermal conductive layer. The breakdown voltage in the thickness direction of the electromagnetic wave absorbing thermal conductive sheet is 1kV or higher.
