PURPOSE: A system for reducing call connection cancellation by restricting an overhead message updated by converting into a 1X system in a 1xEV-DO traffic state is provided to enable an HAT(Hybrid Access Terminal) to restrict a kind of the number of overhead messages that are supposed to be updated in a 1X system, so that the HAT can quickly return to a 1xEV-DO system, thereby preventing a call connection from being cancelled. CONSTITUTION: An HAT(110) operates in a 1xEV-DO mode for receiving a high-speed data transmission service by interworking with a 1xEV-DO system, receives overhead messages by periodically converting into a 1X system in a traffic state with the 1xEV-DO system, and performs a return process to the 1xEV-DO system if preset necessary overhead messages are received. A base station transmitter(120) consists of a 1xEV-DO transmitter(124) for transceiving packet data, and a 1X transmitter(122) for transceiving a voice or data. A base station controller(130) consists of a 1xEV-DO controller(134) for controlling a transmission service of the packet data, and a 1X controller(132) for controlling a transmission service of the 1X transmitter(122). A PDSN(Packet Data Serving Node)(150) transceives the packet data with the 1xEV-DO system.
