PURPOSE: A method and a system for obtaining traffic plan information by using a location based service are provided to effectively construct the traffic plan by accurately reflecting a traffic flow on the street in practice. CONSTITUTION: A system for obtaining traffic plan information by using a location based service(LBS) includes a mobile communication terminal(110), a mobile communication network(120), a position determination server(140), an LBS platform server(160) and a traffic plan server(170). The mobile communication terminal(110) is provided with a predetermined Web browser to transmit navigation data received from at least one global positioning system(GPS) satellite through a mobile communication network and to receive the traffic information service through the wireless Internet connection. The mobile communication network(120) processes the call to connect the wireless Internet and includes the radio access network(RAN) and mobile switching center(MSC) to transceive the navigation data. The position determination server(140) calculates the coordinate of the mobile communication terminal by receiving the navigation data transmitted from the mobile communication terminal(110). The LBS platform server(160) receive the coordinate from the position determination server(140) to convert it into a world geodetic system(WSG) 84 coordinate or a Bessel coordinate. And, the traffic plan server(170) calculates the average driving speed at each interval, where the mobile communication terminal(110) is placed, by using the electronic map database.
