PURPOSE: To provide a whisker generation-preventing agent capable of effectively preventing generation of tin whisker by sufficiently flattening the surface of an object to be plated with tin even at a small etching amount, and to provide a method of producing whiskerless tin-plated product to perform tin plating while maintaining shape stability of the object by using a small etching amount even on a fine tin-plated product. CONSTITUTION: The whisker generation-preventing agent is an aqueous solution, whose pH is 5 or less and which contains an iron compound based oxidizer, nonionic surfactant and copper ions, wherein the nonionic surfactant is a compound represented as the following formula(1) and/or formula(2): A£(C3H6O)n(C2H4O)mH|k (1), A£(C2H4O)m(C3H6O)nH|k (2) where A is residue of compound containing k th valent active hydrogen, k is a number of 1 to 4, n is a number of 3 to 35, and m is a number of 1 to 70, and wherein the iron compound based oxidizer is one or more oxidizers selected from the group consisting of ferric chloride, ferric sulfate and ferric nitrate.
