PURPOSE: Provided is a composition for forming an electrode catalyst layer in a proton exchange membrane fuel cell, which improves the availability of a metal catalyst such as Pt and output density of the fuel cell. CONSTITUTION: The composition is used in forming an anode catalyst layer in a proton exchange membrane fuel cell to which hydrogen is supplied as a fuel, wherein the composition comprises a conductive agent(21) in which a metal(M)(23) catalyst is dispersed, a proton conducting polymer(22) and a binder. The composition further comprises a hydrogen storage alloy(24). The hydrogen storage alloy(24) is present in an amount of 5-50 wt% based on the total weight of the anode catalyst layer, and includes MmNi5 alloys containing at least one metal selected from the group consisting of Fe, Al, Mn, Cu and Cr.
