The device has chains including links (1) that are coupled to each other and connected by hooks (2) to a cable (3). The cable is located on the inner side of a wheel and is surrounded by a plastic sheath between each hook. The chains are tightened around the wheel by using another hook on the wheel. The chains are prevented from moving by two springs attached vertically and horizontally to external links of the wheel. The chains are positioned around the wheel of a car by advancing the wheel as close as possible to the cable on the chains and by hooking a plug with a socket located at two ends of the inner side of the wheel.
