PPROBLEM TO BE SOLVED: To make it possible to reduce a waste disposal cost by recycling a waste fine powder produced as a by-product in the step of producing crushed stone or crushed sand into a resource to thereby eliminate the production of a large amount of wastes in a stone crushing plant and to utilize the waste fine powder by converting it into a useful substance. PSOLUTION: A waste fine powder from stone crushing in which 2 m or smaller particles account for at least 20% (based on the number of particles) of the entire particles is used as a raw material. This material is subjected to a hydrothermal acid treatment or a hydrothermal acid treatment preceded by a hydrothermal alkali treatment to convert it into a high-specific-surface-area substance having a specific surface area of at least 10 mSP2/SP/g.
