PROBLEM TO BE SOLVED: To highly accurately and easily process a cutting abutment of a seal ring having a cutting part of a special step shape by machining.;SOLUTION: This device has a work restricting unit for restricting the seal ring 100 by a restricting surface of a radius of curvature coincident with its inner-outer diameters, a radial directional cutter 43 having an edge 43a for cutting in the radial direction by forming a circular arc shape of a radius of curvature corresponding to an optional radius in the thickness of the seal ring 100 in a plate shape, a cylindrical surface cutter 52 for cutting in the axial direction by forming a cylindrical surface shape curved in the same radius of curvature as the edge 43a of the radial directional cutter 43, a first straight cutter 53 for cutting in the axial direction by extending an edge 53a in the direction orthogonal to the axis in a plate shape substantially parallel to the axis, and a second straight cutter 61 for cutting in the axial direction on the circumferential directional other end and the inner peripheral side of a cutting position by the cylindrical surface cutter 52 by extending an edge 61a in the direction orthogonal to the axis in a plate shape substantially parallel to the axis.
