PPROBLEM TO BE SOLVED: To develop a new conjugate polymer effective as a water photolyzing catalyst and to provide a new system of the water photolyzing catalyst for producing hydrogen in high efficiency by using the conjugate polymer. PSOLUTION: This water photolyzing catalyst composition is composed of polyphenylene-ethynylene (A) containing the hydrophilic dendron side chain shown by general formula (1), an electron acceptor (B) (for example, alkylviologen), an electron donor (C) (for example, trialkanolamine) and a reduction catalyst (D) (for example, PVA-protected Pt colloid). In general formula (1), two Rs are each an independent large-sized dendron residue having an aromatic polyether structure or an aromatic polyketone structure and a hydrophilic negatively-charged substituted group on its aromatic ring and m is a natural number of 5-100 showing a degree of polymerization. Hydrogen can be produced efficiently by irradiating an aqueous solution containing this catalyst composition with the light (for example, sunlight) having the wavelength component of 400-700 nm to photolyze water.
