PPROBLEM TO BE SOLVED: To provide a qualification authentication method which has more improved security, reduces communication cost and is applicable to a PDA, a cellular phone, an IC card, and a communication protocol and the like. PSOLUTION: A device to be authenticated records beforehand this time authentication information in each ID information, acquires a random number for generating the next authentication information to generate the next authentication information on the basis of the ID information and the random number, generates a first authenticator by masking the next authentication information with this time authentication information, generates a second authenticator on the basis of this time authentication information and the next authentication information, transmits the first and second authenticators together with the ID information to an authentication side device and stores them. The authentication side device records beforehand this time authentication information for each ID information, extracts the next authentication information by masking the received first authenticator with this time authentication information, generates an authenticator on the basis of this time authentication information and the next authentication information, permits an access to the device to be authenticated when the authenticator coincides with the received second authenticator, and records the extracted next authentication information in accordance with the ID information.
