PPROBLEM TO BE SOLVED: To provide a fuel cell with a water electrolyzer for electrolyzing water and using it as a fuel cell. PSOLUTION: A membrane/electrode joint body with functions of water electrolyzation and power generation has functions of the water electrolyzation and the power generation including a solid polymer electrolytic membrane, an oxygen electrode joined on one side of the membrane, and a hydrogen electrode connected to the other side. The oxygen electrode is composed of iridium-plated porous sheet-like carbon material, a first coating layer including carbon applied onto a face of the carbon material on a side contacted with the electrolytic membrane and a resin therefor, and a second coating layer including Pt (alloy) applied on the first layer and/or Pt (alloy) carrying carbon and the resin.
