PPROBLEM TO BE SOLVED: To avoid image quality deterioration in an interpolation process to video information having an inclination direction or information of a slanting line whose width is equivalent to one pixel. PSOLUTION: While a determination block comprising adjoining two or more pixels and a reference block comprising another adjoining two or more pixels are mutually changing relative positions, the degree of similarity is determined. When the degree of similarity is positive, the half distance in horizontal direction between the determination block and the reference block or pixel positions which adjoin the half distance of the determination block and the reference block are specified as an interpolated pixel position, which is output from a correcting condition detection unit as correcting location information. If the determination block contains an edge unit and the interpolated pixel is determined to be active in a movement information storage unit, pixel information determined to be positive and chosen by both/either of the determination block and/or the reference block is outputted from the correcting condition detection unit as correction data.
