PROBLEM TO BE SOLVED: To produce a nondirectional magnetic steel sheet with similar or superior film coating characteristics to a conventional insulation film coating agent containing a Cr compound, an insulation film coating agent and a coating film formation method, by improving coatability of a solution, hygroscopicity, baking properties and weldability, and punching properties, or the like of a phosphate-emulsion resin-based insulation coating film which does not contain the Cr compound.;SOLUTION: The nondirectional magnetic steel sheet is treated with the film coating agent in which a phosphate of Al/Ca, an emulsion resin containing an ultrafine particle emulsion resin with a particle diameter of 0.04-10 μm of 20 % or more and the insulation coating agent obtained by incorporating a water-soluble organic compound, a hydroxide, and an oxide. Organic matter in the coating film components is 5-40 pts.mass in terms of solid content based on the phosphate of 100 pts.mass. The surface roughness is Ra 0.10-0.50 μm. The insulation film coating agent comprises the emulsion resin with a particle diameter of 0.04-10 μm of 5-40 pts.mass and the water-soluble organic compound of 0.5-10 pts.mass to 100 pts.mass of the primary phosphate of Al/Ca.;COPYRIGHT: (C)2005,JPO&NCIPI
