PROBLEM TO BE SOLVED: To provide a water base surface treatment liquid for a magnetic steel sheet used for forming the insulation coating in an insulation coating-fitted magnetic steel sheet having excellent rust preventability in the surface of the insulation coating and the flawed part generated at the surface of the insulation coating without changing annealing conditions for the magnetic steel sheet or inorganic components, organic resin components or the like in the insulation coating, to provide a method for producing an insulation coating-fitted magnetic steel sheet obtained by using the same, and to provide an insulation coating-fitted magnetic steel sheet.;SOLUTION: The water base surface treatment liquid for a magnetic steel sheet contains inorganic components, organic resin emulsion and a rust preventive, wherein the rust preventive contains at least any one selected from among S, N and P having an unshared electron pair.;COPYRIGHT: (C)2005,JPO&NCIPI
