PPROBLEM TO BE SOLVED: To provide a program and device of predicting the deterioration of circumferential members. PSOLUTION: A point where deterioration conditions are predicted is inputted. The past weather data of a predicting point are read from a weather data recording means, and a weather forecast rule is read from a recoding means, and the weather data are corrected on the basis of the weather forecast rule so that a first predicted value can be acquired. An angle correction rule is read from an angle correction rule recording means, and the first predicted value is corrected by the angle correction rule so that a second predicted value can be acquired. The past dust data of the predicting spot are read from the recording means, a dust prediction rule is read from the recording means, and the dust data are corrected by using a dust prediction rule so that a third predicted value can be acquired. A deterioration prediction rule is read from a recording means, and the second predicted value and third predicted value are corrected by the deterioration prediction rule so that a fourth predicted value can be acquired.
